Mix the rice, olive oil, onion, parsley, mint, allspice, salt, and pepper in a bowl.
Lay a grape leaf flat, place a small spoonful of filling near the stem end, fold the sides in, and roll up tightly.
Repeat with the remaining leaves and filling.
Line the bottom of a pot with a few spare leaves and arrange the rolls snugly in layers.
Pour the lemon juice and water over the rolls and drizzle with a little more olive oil.
Place a small plate on top to keep them submerged, cover, and simmer gently for 45 minutes until the rice is tender.
Let cool slightly and serve with lemon wedges.
