Boil the potatoes, cauliflower, and peas together until very soft, then drain and mash roughly.
Melt half the butter in a large pan and cook the onion for 5 minutes until soft.
Add the bell pepper and cook 3 minutes, then stir in the tomatoes, pav bhaji masala, and chili powder.
Cook until the tomatoes break down, about 5 minutes.
Add the mashed vegetables and a splash of water, then simmer for 10 minutes, mashing further to a thick, chunky consistency.
Season with salt and stir in the remaining butter.
Split and toast the rolls with a little butter on a griddle until golden.
Serve the bhaji hot topped with chopped onion and cilantro, with the toasted rolls and lime on the side.
