Discard any mussels that are cracked or stay open when tapped.
Soften the shallots and garlic in the butter 4 minutes without coloring.
Add the wine, bring to a hard boil, then tip in the mussels and cover.
Steam 5 minutes, shaking the pot, until the shells open. Discard any that stay shut.
Stir the cream and parsley into the broth and serve with bread.
The broth is the best part — bread is not optional.
