Whisk the egg and toss the chicken pieces in it, then coat evenly in the cornstarch.
Fry the chicken in batches in hot oil until golden and crisp, then drain on paper towels.
In a separate pan, cook the garlic, ginger, and dried chiles in a little oil for 30 seconds.
Stir in the soy sauce, vinegar, sugar, hoisin sauce, and chicken stock and bring to a simmer.
Add the cornstarch slurry and stir until the sauce thickens.
Toss the crispy chicken in the sauce until well coated.
Serve immediately over steamed rice.
