Toss the beef with the cornstarch, salt, and pepper.
Sear the beef in batches in the oil in a hot pan until browned, then transfer to the slow cooker.
Add the carrots, potatoes, onion, garlic, tomato paste, stock, thyme, and bay leaves.
Cover and cook on low for 7-8 hours, or high for 4-5 hours, until the beef is fork-tender.
Remove the bay leaves, season to taste, and serve hot.
