Fry the potatoes in batches at 150°C / 300°F for 5-6 minutes until soft but pale, then drain.
Raise the oil temperature to 190°C / 375°F and fry the potatoes again until golden and crisp, about 3-4 minutes; drain and salt.
Whisk the flour, baking powder, salt, and cold beer into a smooth batter.
Pat the fish dry, season, dust lightly in flour, then dip into the batter.
Fry the battered fish at 180°C / 350°F for 5-7 minutes until golden and cooked through, turning once.
Drain on paper towels and serve hot with the chips, malt vinegar, and tartar sauce.
